Once you open the pliers and open one of the tools, closure of the tool requires that you partially open a tool on the same side of the handle to unlock the locked tool. This tool is relatively large, 4.5 inches long in the closed condition. When closed, there is no possibility of accidental injury when carrying the tool. The Sheffield 12007 has is the best set (and variety) of locking tools available for under $16.00. With the “heavy duty” (it is not warranted against abuse) Sheffield 12007 all tools are locking, and the tool can be opened and closed without injury. The basic complaint that I have about low cost multi-tools is that the tools are light duty only, generally not locking, are difficult to open, and are continually breaking my fingernails (case in point the Sheffield 12814). This insulation cutter feature is still useful if you are engaged in re-wiring AC outlets or stripping the insulation from solid conductor wire. Note that this multi-tool still has 18 tools.

The latest product description with the new production code “04/14/14” shows the tool without the stick on pads on the handle and is labeled “17-in-1” rather than “18-in-one” even though the wire insulation cutter is still present on the knife blade but it is no longer counted as a tool.

There are also cutouts at the end of the handles on both sides in area of pliers hinge. There is a Cut-out in the center of each handle on both sides for finger access to tools. The tool can be disassembled for repair and adjustment by removal of the screws holding the assembly together. The lock spring in the handle for serrated blade provides resistance to opening about 12.5% open (25% on all other tools) so that if the screws become loose, the tools will still not fall open beyond 12.5% or 25%.
To unlock an open tool, partially open another tool on the same side of the handle until the open tool unlocks. The Sheffield 12007 is supplied with a nylon sheath. The spring on the pliers is removable for those who do not want the spring action. The file is serrated on one edge so it can be used as narrow file or a crude metal saw.

Some practice and attention is needed to properly carry out these operations safely without injuring your hands. The Sheffield 12007 locking mechanism means that it is somewhat difficult to open the tools and awkward to unlock and close the tools. Also, the fit, finish, ease of use, and strength is not up to the Leatherman quality. However, unlike the Super Tool 300 it cannot be classified as a “Heavy Duty” multi tool, but you get a lot of ruggedness for your money. Like the Leatherman Super Tool there is no outside access to tools, there is no one handed operation, and the tool must first be opened to use any of the tools. The Sheffield 12007 “18-in-1 Folding Multi Tool” is an outstanding low cost large multi tool with a strong all-locking tool design, similar to the early Leatherman Super Tool (which has the same locking mechanism) and a similar tool layout which is useful.
